But to condense things down as much as I can to explain the personality section:
Rikku is from a world called Spira, where a terrifying monster of mass destruction called Sin has been periodically attacking human settlements for a thousand years. Spira's main religion, Yevon, preaches that Sin was born from humanity's sinfulness and will only leave if they atone...but in the meantime, if a summoner learns to summon beasts called Aeons, goes on a pilgrimage to learn the arts, and gives their life in battle, Sin will be calmed and disappear for a short time. The majority of Spira's populations are Yevonites and follow these teachings, including a ban on the use of machinery, called 'machina'.
Rikku is from a tribe of people called the Al Bhed, who are not Yevonites. They don't agree with Yevon's theories about how Sin came to be, and they're persecuted for this. As a result, most Al Bhed, including Rikku, lived in a desert settlement far from the rest of Spira.
When Rikku is a teenager, she learns that her cousin Yuna has started a pilgrimage. She assists with the Al Bhed efforts to kidnap summoners and forcibly stop the pilgrimage, believing that Sin can be defeated another way. When Yuna escapes all her kidnapping attempts, Rikku instead decides to join Yuna's pilgrimage as her guardian, hoping spending time with her cousin will help convince her.
Yuna and company eventually learn that Yevon was indeed lying---hypocritically using machina themselves and knowing full well that Sin will always come back if a summoner sacrifices themselves to defeat it. A combination of machina might and the party's wits finally defeat Sin for good...but due to a cruel twist of fate, the love of Yuna's life (and a leader and friend to the rest of the group) vanishes.
With the truth revealed and Spira finally free, the population goes through an adjustment period. The persecution of the Al Bhed stops for the most part, and they join up with the former Yevonites in digging up treasures from Spira's history that were lost during the Sin millennium. Rikku is eager to join the treasure hunt, and she drags Yuna along in the hopes of helping her cousin smile again after all she's lost.
Initially their treasure hunting group, the Gullwings, just flies about searching for treasure and having fun. But another ghost of Spira's dark past revives an ancient machina weapon, and soon only Yuna and her friends can stop it. It never ends, right? The Gullwings succeed in saving the world, and as a reward Yuna gets the love of her life back. It should be a happy ending...but Rikku has a new terrifying future ahead of her: figuring out where she belongs.

1) Tell us about who your character is and what someone’s first impression would be upon meeting them.
Have you ever seen a person so bubbly and full of energy that you wonder how much caffeine and/or sugar they may have had that morning? That's Rikku. At least 95% of the time, she's relentlessly optimistic. Her determination to see the good in people stands in defiance of the loneliness and mistrust she was raised around. If you're not actively hostile to her at first blush, she will smile, say hello, and try to solve your problems. This optimism's become especially pronounced recently, as the religious persecution her people used to face has almost entirely faded away.
There's a little more to Rikku beyond sunshine happiness though, of course. Like everyone else in her world, she grew up in an unstable world where anyone could die at any time, and she was widely mistrusted and hated because of who she was. She tries to overcome peoples' prejudice with kindness and positivity, but there's still part of her that's insecure. She's still a teenager driven by emotion and trying to figure herself out too!
2) What is a driving force your character has? What goals do they have, what motivates them, etc?
Rikku's main goal at the moment is to find her place in the world. For many years, she had a purpose: stop Yevon's sacrifice of summoners and help defeat Sin for good. She accomplished that! Then her goal became to help her cousin break out of her shell and find some happiness again after losing her boyfriend. She did that too! Rikku threw herself fully into saving the world and helping out, and it should've been everything she wanted, but the question on her mind now is...now what?
She travels here and there with her family in the airship, trying all kinds of different things to find her purpose. She keeps searching for treasures from the ancient past, she helps her friends as they assist former Yevonites in learning to use machina, and she regularly checks in on the lives of her former companions. Wakka and Lulu are raising their child, Yuna's back with her boyfriend, Paine became an author, Kimahri is leading the Ronso...but where's her place in the world? She falls back on her default of wandering aimlessly and helping people along the way, wondering where she might form a meaningful connection.
3) What are their flaws as a character? What is something they've messed up, or have done that they regret?
Unfortunately, with Rikku's high energy comes an impulsivity and stubbornness. She has a tendency to butt heads with more sensible companions...especially Lulu on the pilgrimage, and Paine in her Gullwing days. She's always certain that her view of what's good and just is correct. She digs her heels in and demands the pilgrimage stop, or that the Gullwings align with one group over another. It takes a lot to get her to compromise, especially when she's certain that the other person is in the wrong (which is often). Just watch her tussle with Buddy and Brother on the airship, or needle Paine about her apparent dull effect.
Rikku's definitely had to be bailed out by Yuna and Paine when she makes a leap without thinking more than once. The energetic thief has street smarts and creative skill with machines, but when it comes to things like battle tactics and long-term planning she doesn't always have the overhead view and patience to pull it off. You can't just charge into the enemy base, Rikku.
Finally, she's still fighting insecurities. She's always the youngest in the group, and she worries people judge her for her immaturity. After the Gullwings end their journey, she expresses sadness about Yuna leaving her and their life behind for quietly settling down. She's not ready to settle down yet, she wants to keep adventuring...but will she find someone who wants to stay with her? She can get a little clingy when she's feeling down.
4) Optional: What is something unique and interesting about them, or what is a fun little tidbit that sets them apart from the crowd?
Rikku's ideas about how to get stronger can sometimes be a little...strange. She once had a fear of lightning that totally consumed her. In order to overcome it, she forced herself to camp in the middle of a stretch of land under a perpetual thunderstorm for an entire week. She's nothing if not determined to push herself so she can make a bigger difference in the world.

Rikku's main ability is Spherechange: she has a magic-infused stone slate about the size of an iPad called a Garment Grid that she inserts spheres into, and those spheres are essentially a source of magic. She can have only one sphere active at a time, and they determine her job class, each granting a unique costume, weapon and skills. I plan to give her just a basic Garment Grid and five basic dresspheres to switch between, but as far as nerfs I'd be fine lowering this number...if she can only have one, she'd prefer Thief.
Thief: The dressphere she uses most of the time. She wields twin daggers, gets a minor agility boost for stealing things from foes, and fights with light, fast strikes.
Warrior: She wields a standard broadsword and hits with slower, more deliberate strikes. With a slower start-up time, she can also infuse the strikes with magic elements (fire, ice, water, lightning)
Gunner: She wields twin pistols with rapid-fire bullets, but has to reload often.
Black Mage: She gains a staff, moves slower, and casts basic elemental spells (fire, water, lightning, ice)
White Mage: She gains a different staff, again moves slowly, and cast curative spells.

Rikku can easily work in either section, and I offer her up to go wherever for game balance reasons. As for how I think she'd do in both factions:
-Corsairs: Rikku is extremely skeptical of authority, given her past experiences with organized religion and the power it held. She's willing to align with a rule-breaking crowd and gleefully seek out treasures and mysteries, but it's important to her that she doesn't hurt innocent people. She'll have to carefully navigate choosing a crew to join, but that's okay! Free spirits and treasure searching!
-Paladins: That said, Rikku also has a strong desire to protect and fight for people in danger. Even when she doesn't mean to, she usually ends up on the side of fighting to protect the little guy, and she's been falling into that role her whole life.
